How to issue a PU Letter invitation for work or business in China

At the moment, the Chinese side provides the opportunity to independently apply for a visa if the trip is related to the necessary economic, trade, scientific or technological activities, as well as in connection with emergency humanitarian needs. However, this requires going through a series of special formalities, providing an invitation (PU, TE or Invitation Confirmation Notice) issued by the Chinese government.

*PU letter or 邀请函(PU) – this is an official invitation from the Chinese side, which is used to issue visa categories M (business) and Z (work).

An application for a PU letter must be submitted only by a legal entity that is currently located in China. To obtain a work visa to China, this letter is drawn up by the employer, in the case of a business visa, by the receiving partner.

Step-by-step instructions for designing a PU Letter:

1. A Chinese legal entity (company) must apply to the Foreign Affairs Office of the district or city (外事办)) where the company is registered to apply in writing for a PU letter.

2. The Department of Foreign Affairs will send a list of required documents to the company.

3. The company will prepare the necessary documents and send them to the Department of Foreign Affairs for initial verification.

4. The Office of Foreign Affairs submits application documents to the Office of Foreign Affairs of the local municipal government (Shanghai, Guangzhou, Beijing, etc.) for PU letter approval.

5. The municipal administration issues a PU letter of invitation for a foreign person to enter the territory of the PRC.

Additional terms: the foreigner to whom the invitation is sent must be an employee of a Chinese company and have documentary evidence (a copy of an existing work permit in China or a letter with a notification of a foreigner's work permit for a new contract).
