Schools and business must work together to build the staff of the future

Revolution 4.0 forces a change in the perception of technical and industry schools, and cooperation between education and business is a must. This will be helped by new regulations that will come into force in the new school year. They assume that the core curriculum will be developed together with employers.

From the new school year, major changes are expected in the system of professional and technical education. The amendment to the Education Law, signed last Thursday by the president, provides for extensive cooperation between schools and employers. While still studying, students are to acquire skills that will prove useful on the labor market. Ultimately, each graduate is to have full professional qualifications, not only on paper. Schools that educate in the professions most needed on the labor market will also be able to count on greater funding from local governments.

– Another challenge is educating adults who need to learn new skills. Employers and schools to whom we provide adult education in short forms must first of all emphasize that adults learn, that they believe that it is necessary for this education to be associated with promotion, as well as, for example, with more attractive earnings – says Minister of National Education, Anna Zalewska.

The Foundation for the Development of the Education System and the Erasmus Adult Education Team report that in 2016 the percentage of adults (aged 25–64) who participated in formal and informal learning was 3.7%. (with the European average over 10%). In comparison with Europe, the results of education are also not very satisfactory. Changes in this area are needed, especially since the labor market is evolving. Often times, it is necessary to completely change the sector. As emphasized by the Minister of Education, it is possible to recruit specialists only by changing the approach to education.

– Business is not only with the core curricula or laws, but also with financial support. Nobody is discussing here that any special allowances are needed, although we have such allowances prepared in the act, especially for small entrepreneurs. We have created such legal possibilities that the employer is directly at school with his money. He can already subsidize the salary of a vocational teacher, he can invite for internships and internships and finance them in two ways, he can prepare his technology line, workshops at school and, in addition, count on a tax deduction – explains the minister.

The new regulations assume that local governments will get more money for schools educating in those professions for which there is a higher demand on the labor market. Entrepreneurs who educate young employees in the professions of the future can also count on co-financing. PLN 9 billion will be allocated to technical and industry education, but also employers will be able to contribute directly to the classes or the teacher’s salary.

The research of the Kronenberg Foundation and the Foundation for the Development of the Education System shows that already 41 percent. of companies cooperate with the education system, and nearly half of them work directly with schools – first of all, they organize internships and provide infrastructure. Nevertheless, according to the Ministry of Education, nearly half of entrepreneurs have problems with finding employees. This is largely the result of the decreasing interest in industry schools.

– For several years we have really forgotten about the trade and technical school. We decided that they had to be staff prepared only at the undergraduate or bachelor’s level, without discussing how practical these studies must be. Promotion of industry and technical education, as well as polytechnic studies, which are needed for modern staff, is a huge challenge for all of us. It is unimaginable that every type of study would not have modern technologies, argues Anna Zalewska.
