Is it necessary to develop the SME sector in a region where industrial giants are concentrated?
Small and medium business plays one of the key roles in the modern economy. SMEs occupy the segment of the market that is not of interest to large corporations. It gives jobs to many citizens, solves a number of social problems and, of course, brings income to the economy in the form of taxes.
By the way, a small business is an enterprise with up to 100 employees and an annual revenue of up to 400 million rubles. I mean, it's not that small.
“In most developed economies, this sector occupies a prominent, and often even a leading place,” Russian President Vladimir Putin said in this regard.
In Russia, unfortunately, the SME sector is not developing as fast as we would like. There are objective reasons – the global crisis, high interest rates on loans, but there are also subjective ones – the main of which is the notorious administrative barrier, when officials, instead of simply fulfilling their functions, begin to seek their own benefit.
In the Chelyabinsk region, the issues of development of small and medium-sized businesses are dealt with systematically and consistently. And in many respects it is the merit of the governor.
Boris Dubrovsky repeatedly pointed out the importance of this work. “Those who are ready to engage in small business, take risks and responsibilities should be comfortable. We are competing for these people,” the governor believes.
Among the priority topics of support in the region are: the creation of a single window for entrepreneurs, the introduction of tax incentives for investors, the reorientation to repayable financial support instruments, increasing the availability of credit resources and the transparency of the state support system.
And the results were not long in coming. Last year alone, 1.5 billion rubles were invested in the development of small and medium-sized businesses. As a result, about five thousand jobs were created in the Chelyabinsk region.
According to the head of the Ural branch of the Civil Society Development Fund, Doctor of Philosophy Anatoly Gagarin: entrepreneurial initiative and increased social optimism.Reducing bureaucratic barriers, creating a system of one window, improving the efficiency of each official, introducing tax benefits for investors, reorientation for refundable financial support tools should lead to the creation of an atmosphere of a friendly entrepreneurial environment, which will certainly give results. The practices of the Chelyabinsk region to support small and medium -sized businesses are recognized as the best in the country and recommended to all subjects of the federation. ”
Under the auspices of the Ministry of Economic Development of the Chelyabinsk Region this year, the process of combining business support institutions into a single structure – the Fund for the Development of Small and Medium Enterprises, by analogy with the Federal Corporation of the Development of SMEs. The corresponding roadmap has already been developed until 2020.
An important innovation may be the creation of a regional microfinance organization that provides borrowed funds to business for no more than 10% per annum. In modern conditions, a deficiency of borrowed funds, this can be possible.
The regional government pays particular attention to tax benefits. “Tax holidays” are provided for the first time registered individual entrepreneurs, a decrease in the tax rate on a simplified system with 6% of 3%, a patent tax system. At the initiative of Boris Dubrovsky, on November 24, 2016, at a meeting of the Legislative Assembly of the Chelyabinsk Region, regional laws “On Property Tax” and “On reducing the rate of income tax of organizations” were adopted and adopted, providing for the expansion of the circle of taxpayers that carry out investment investments. They provide for a reduction in property tax to 0% and income tax to 13.5%.
“The most important business for us is production. On the support of SMEs working in the production sector, the economic block of the government of the Chelyabinsk region is concentrated. If a large business itself has large resources, then small enterprises need to help in every way. We are actively working to reboot the SME support and development system and the transition to new mechanisms with a single “entrance point”. Improving the conditions for doing business in the region is one of the priority tasks set by the governor, ”said Vice -Governor Ruslan Gattarov, speaking at the plenary meeting of the second Interregional Forum“ Small and Medium Production Business – The Treasury of Economics of the Country ”.
