Internships in offices – a fiction of employment or a real chance

Whoever goes to the office for an internship, should not count on a full-time job after the end of the internship. Well, unless the position has just become vacant and the intern has proved successful.

– This year I had a six-month internship in one of the tax offices. For 6 months of work, I got 800 zlotys on hand, it was the so-called internship. After its completion, however, I did not receive a job offer, even though I was assured that I was doing the job very well. Instead, they offered me an offer of “employment” under a contract of mandate. I agreed, because I had nothing else to look at anyway. I was getting 1000 zlotys gross for the work performed by full-time employees. There were about 750 in my hand. You could say that I was lucky because the vacation period had started and I was patching holes in four departments. In the fall, I was thanked for my cooperation. The contract was not extended because my tax office got another batch of interns from the employment office. This is how a graduate of the humanities recalls her adventure with the internship.

Real life

This is one of many stories of young interns who did their jobs, but after completing their internship, they returned to the list of the unemployed, because they were not offered a job, or were offered a job, but on the so-called garbage trucks (contract of mandate or specific task), and then, after a few months, contracts with them were terminated or not extended.

Intern without overtime

An internship lasts from three to six months and cannot exceed 40 hours a week and 8 hours a day. The trainee may not work overtime or at night, or on public holidays. For every 30 days worked, he is entitled to two days off. If he becomes ill – he does not receive money for the time when he was not at the employer’s disposal.

During the internship, he receives the so-called internship, the amount of which is set at 120 percent of the unemployment benefit, is approximately PLN 800 net. Formally, the employment office should guarantee the trainee that he will not be used as free labor. He should also organize internships in such a way as to maximize the chances of finding employment after their completion.

Cheap labor with potential

Employers eagerly reach for interns. When they demonstrate employment effectiveness of about 30 percent (i.e. they will cooperate with one in three interns after the end of the internship), they can count on a constant influx of new employees from the employment office. Indeed, they will not refer interns to places that do not offer any chances for future employment.

Authority is an exception

With a slight exception, however: the comment on effectiveness does not apply to interns who go to public institutions – city and commune offices, marshal offices, voivodeship offices or tax offices. These institutions are very eager to use the support of interns, and there is a lot of work in administration and it is not a grateful job.

But it is known in advance that a person who has been employed in the office is unlikely to find it. Why? Because there is transparency in recruitment for employment in offices. This means: a competition must be announced for the vacancies and the list of applicants is widely known. Thus, offices often hide behind regulations and want to use the almost free workforce. This can be seen especially during the holiday season, when it is the interns who shuffle tons of papers instead of officials taking their holidays.

No job, but experience

This situation has not only its dark side. Very often, directors of labor offices indicate that young people with humanities education go to public institutions for internships. It is especially difficult for them to find employment, especially immediately after graduation. They do not have the necessary experience and specific market skills that they gain from internships. Officials in city and municipal offices emphasize that the interns – if they have proven themselves during their work – have a much better chance of winning the competition, because they know the specificity and nature of the position they apply for. In the competition procedure, they are therefore able to score extra points and win the competition against other candidates.

Probably, however, this argument does not reach the end of many employment offices, which demand more and more effective employment. Otherwise, they threaten that they will not send interns to local governments. This is because not all positions in offices have to be filled by competition. Some of them, such as auxiliary positions, no longer require it. There is also no need to organize a competition if the work is to be replaced or if the official is to be only an acting official.
