Shocking findings on interns. They mainly go to… offices

In applying for interns, entrepreneurs from the Kielce poviat have almost no chance. Offices, however, do not have to worry about interns. Although they do not guarantee employment, they still have priority over private companies, which usually … guarantee employment.

We have examined the Poviat Labor Office in Kielce for the time being. As many as 190 people from 2010 to September this year were sent by the Poviat Labor Office in Kielce for internships in … the Commune Office in Raków, over 140 – to the Poviat Starosty in Kielce, 134 – to the Secondary School Complex No. 5 in Łopuszno, and almost 110 people completed an internship at the Nowa Słupia Commune Office. Slightly less, because 99 people completed internships at the Marshal’s Office of the Świętokrzyskie Voivodeship in Kielce, over 90 at the Łopuszno Commune Office, and 70 – at the Świętokrzyskie Voivodship Office in Kielce.

After signals from employers from the Kielce poviat, who unsuccessfully applied for apprentices to their companies, we asked the Poviat Labor Office in Kielce to prepare data on the number of people sent for internships from 2010 to September this year. The list we received shows that the most trainees went to offices and institutions subject to local government, mainly schools and medical institutions. Internships are also often used by the police, the court and the prosecutor’s office or the Social Insurance Institution.

The office takes precedence, but does not guarantee work

In the initial places of the list we received ex officio, it is in vain to look for private companies to which interns are directed.

What needs to be emphasized, unlike private companies, for which one of the indications for a positive consideration of an application for an internship is to create a job later, offices do not have such a requirement.

– We take into account not only the guarantee of employment. The idea of ​​internships is not to support workplaces, but to find places where unemployed people can gain experience. And they can also learn a lot in offices. We also look at the needs of jobseekers. Many of them want to train in such institutions. Employment guarantees cannot be given by offices, because there are competitions for individual positions – explains Artur Kudzia, deputy director of the County Employment Office in Kielce. – Many people are also referred for internships to the prosecutor’s office or the Social Insurance Institution, which also do not guarantee employment, but later employ interns – he adds.

Why are offices favored in the efforts to recruit interns? – These numbers are large because offices also submit many applications. Interns are not directed to all companies, because it depends on the money we have at the moment. In addition, we are obliged to cooperate with offices by the act – says our interlocutor. – We also meet situations where the companies that guaranteed employment, during the internship, ask for a waiver of this provision, because, for example, their financial situation has deteriorated and the company will not be able to continue to function – adds Kudzia.

For an internship either to the commune or… nowhere

Since 2010, 190 interns have passed through the Raków Commune Office, which currently employs 45 people. Why? What did so many people do in a small commune? We asked Alina Siwonia, the mayor of the commune.

– The Raków commune is in a special situation, mainly due to the distance from other cities where you can find work. The commune is large and sparsely populated. There are also no large companies here, so internships, both in the office and in other institutions, are a salvation for many people in a difficult financial situation and at an age where it is very difficult to find employment – says Alina Siwonia, mayor of the Raków commune. – We are applying for internships, because for many residents of the commune it is the only chance to work until they find something else. We also say right away that the office is not an institution where they will ultimately find employment, although such cases also occur sporadically. For some people, even after the age of 40, the internship turns out to be the first job, thanks to which they acquire not only d

statements, but also certainty to look for another job later – admits our interviewee. – Graduated people, IT specialists, surveyors – can learn a lot because they work under the supervision of specialists. We direct those who have pedagogical education to schools and educational institutions. People without qualifications, after lower secondary and primary schools, find work in renovation and cleaning. Interns willingly come to the office. And when we have such an opportunity, we recommend people who will prove themselves to entrepreneurs operating in our area – explains the head of the commune. – The situation is not easy, but we are looking for an alternative. We want to stimulate entrepreneurship among the inhabitants, focus on tourism, including agritourism, and ecology. But as long as we do not have a high-level base, we will not attract tourists here and jobs will not be created – emphasizes Alina Siwonia.

Is this how the Poviat Labor Office should operate on the labor market? We asked the starost of Kielce, Michał Godowski, for a comment on the matter, because he is responsible for this office. He asked for time to think. The answer is due on Tuesday.

The facts are like this. In our region, interns are mainly for … friendly offices. Entrepreneurs have virtually no chance.
