Training for employment – what does such support look like in practice?

An entrepreneur comes to an intermediary and says that he is looking for a qualified employee. If there is no such, and the unemployed passes the appropriate course, the said entrepreneur will hire him.

Everything happens in an intermediary. The Poviat Labor Office organizes training with a guarantee of employment. These are both group and individual courses.

What is training for employment

It has been known for a long time that there is a mismatch in the labor market. There are unemployed people who want to work, but do not have jobs. On the other hand, there are employers looking for a new crew, and there are no candidates for vacancies. One of the possible solutions is training with guaranteed employment. This means: PUP will agree to organize and pay for the course for a given unemployed person or a group of unemployed, if the employer issues a declaration before the start of these classes. The entrepreneur declares (in writing) that when the participants finish the training and pass the exam, he will accept them to his company. This is because the trainees will acquire the appropriate qualifications and skills needed to work for the entrepreneur.

Training for employment means a greater chance of finding a permanent job for unemployed people without qualifications, even if they have no learned profession. Not only those who have lost their jobs and are looking for a new one can benefit from this type of training. It is also an offer for people who are on notice and know that as unemployed it will be difficult for them to find a permanent job.

Real life

For example: a woman aged 50 has been working for 30 years in a small production company of several people as a secretary assistant. He has only completed secondary school. For 30 years of internship, she did not participate in a single training session, because her boss did not require it, nor was she offered an offer. The company has financial problems and has to cut costs. Layoffs are inevitable. The 50-year-old will also get a notice of termination. Experience alone is not enough in her case. However, there is a chance that when he gets the “paper”, i.e. completes a professional secretary / assistant course, he will get a job with a friend of his former boss. Therefore, the 50-year-old will register with the employment office and will take advantage of this opportunity: the intermediary will pay for her training, provided that the future employer certifies that he will hire a 50-year-old after completing the training.

Benefit for the future boss

This type of support is not only used by the unemployed. Entrepreneur – also. For if he wants to employ a specific unemployed person, but he or she has insufficient professional qualifications required for a given job position, the potential boss submits an application to the PUP for a referral to training (in the so-called individual procedure). This, on the other hand, will enable the previously selected unemployed person to obtain or supplement the missing qualifications. Thus, the employer will gain a skilled worker.

Sometimes half a year, sometimes a year

Training for employment lasts up to six months. It may be shorter, depending on the type of training, its specificity and degree of difficulty. For example, a florist course for an unemployed person who will later work in a flower shop lasts shorter. It takes longer to train a welder or a locksmith. In justified cases, the training may take up to a year. This is the case even when the unemployed without any qualifications intend to take advantage of the training.

PUP pays

It is the intermediary who pays for the course, but he does not run it, but a specialized training unit or institution selected by PUP for cooperation. The maximum amount that the employment office will agree to spend on training for employment is usually 300 percent of the average salary in a given year. In 2016, you can receive a total of over PLN 12,000 for such training.

The interested, i.e. the registered unemployed person and his future employer, go to the PUP. You must complete the form – an application for referral to the indicated training and covering the costs of this training (here, unlike usual, it is the unemployed person who indicates which training he wants to go to, and the official does not propose it to him). You need to justify the purposefulness of the course, and thus convince the official that thanks to this training, the unemployed will finally get a job, and thus will disappear from the PUP records. The declaration of the future employer (with attachments) is also important. The form already specifies a specific entrepreneur, including the name of his company, address, region, organizational and legal form.

Let committee give consent

Submitting the application does not yet mean its approval. The approval of the committee is needed. The opinion is issued by a career advisor, training worker, department manager. At the end, a decision of the starost or a competent person authorized by him is issued.

Once the committee agrees, a contract is drawn up. The new employer declares in writing that after completing the training by the indicated person / persons, he will employ them under an employment contract (less often PUP agrees that it is a mandate contract). Specifies the date of admission of a given person and for how long the full-time contract will be valid. The future boss must also prepare the new employee a workplace and provide him with appropriate machines, devices and equipment to perform this job.
