Training for the unemployed and jobseekers – what you should know about the courses

Group and individual, ending with an internal or external exam, for the unemployed and jobseekers – such training can be organized by the employment office.

One of the most popular forms of professional activation of the unemployed registered in the poviat labor office is training. This is primarily due to their high efficiency. It happens that the effectiveness of training is 100 percent. This means that all graduates of a given training have found a job.

The mode, organization and conduct of training are regulated by law. The Act on Employment Promotion and Labor Market Institutions applies here. Vocational training is organized and paid for by the PUP, although they usually take place in a different place than the seat of the office. This is because the intermediary does not conduct these trainings himself, but orders them to selected companies that presented him with the best offer, not only in terms of price.

Analysis first, then course

The subjects of the courses are determined by PUP. He does it based on the analysis of the local market. This means: it checks, for example, in which occupations there are the most job offers. Then, in these competitions, he organizes training. They are dedicated to registered unemployed and jobseekers. It is PUP officials who refer people to a given training course. They will make a decision on the basis of the unemployed person’s support profile to which they have been qualified and an individual action plan established for the unemployed person.

Not all jobseekers can benefit from training. This form of assistance can be counted on by people still working, but on notice due to the employer’s fault or working in a company under liquidation or bankruptcy. It also includes people participating in the activities of the Social Integration Center, reserve soldiers, people receiving a training pension or spouses of farmers seeking employment in a sector other than agriculture and covered by social insurance.

Hours spent on training

It is assumed that people selected for training are fully available. The courses usually last 25 hours a week, unless the specificity of the course provides for a different number of hours. Training usually lasts up to six months (sometimes a year, and in justified cases – 2 years), although many courses end after a month. It all depends on the profession that the unemployed are to learn. One of the longest training sessions is for welders, locksmiths or backhoe loader operators – usually about 300 hours. The shortest courses, usually not exceeding 100 hours, include floristry and technical drawing.

Group and individual training

The unemployed and jobseekers can choose group or individual training for themselves. The first is initiated by the employment office, and they can volunteer to participate in the training. Recruitment takes place through a client advisor, i.e. a PUP official. This advisor prepares and approves the final list of people qualified for the training, and also directs potential participants to medical examinations, if the specificity of a given course requires a medical opinion.

Training groups usually have a maximum of 30 people, and sometimes there are only 5 participants. In the second situation, individual training is also organized by the employment office, although it is initiated by the unemployed. This is because he asks to conduct and pay for a training for him, which is not included in the training plan prepared by the PUP for a given year. Training in an individual mode (only one unemployed person and the trainer participates in it) it is important to prove that completing this training will guarantee faster finding of permanent employment by the participant.

Training for employment

Individual training is similar to training for employment. The latter mean, however, that the course participant, even before the start of the classes, will receive a probation of employment, i.e. a written promise from the potential employer that he will accept him for work when the unemployed completes the course with a positive result. The point is that the employer has a vacancy and is looking for qualified people to work, but he has not yet found such applicants. The solution is then to hire a person registered with an intermediary, provided that he or she completes the appropriate course and thus obtains qualifications and skills.

Payment for courses

Courses are sometimes worth PLN 500, and others – even over PLN 5,000, depending on the profession. Participation of the unemployed and jobseekers in group training is free of charge, and he will still receive a training scholarship from an intermediary. Individual courses may be partially payable. The costs of individual training may be financed in 100 percent, but not more than PLN 4.5 thousand. This means that if the unemployed person chose an individual training worth PLN 5.2 thousand, then the PUP, if he or she agrees to finance the course at all, will allocate the mentioned PLN 4.5 thousand for this purpose, and the remaining PLN 700 will have to be paid by the unemployed person from your own pocket.
